IIRH Description
The Jornada Experimental Range (JER) is an international
leader in the development of rangeland assessment and monitoring
protocols. During the past five years, JER has developed a quantitative
monitoring protocol (Monitoring Manual for Grassland, Shrubland and
Savanna Ecosystems) that is being tested and applied in over 10
states and at least four countries outside the U.S. JER also co-authored
the qualitative assessment protocol, "Interpreting Indicators of Rangeland Health,"
which is being applied globally. Both protocols are approved for use in the US
by the BLM and NRCS.

Monitoring vs. Assessment: What is the difference?
Monitoring
Assessment
The orderly and quantitative collection, analysis and interpretation
of resource data to evaluate progress toward meeting management
objectives. The process must be conducted over time in order to
determine whether or not management objectives are being met (SRM 1999).
The process of estimating or judging the value or functional status of
ecological processes (e.g., rangeland health).
